Julie Shepherd, Ph.D.

Dr. Julie K. Shepherd is an engagement director on Mass Insight’s Program Team supporting schools, districts, and states nationwide. Her most recent portfolio of engagements includes school and district diagnostics and state-level framework development to ensure access and opportunity for all students. Julie has also facilitated root cause analyses, school and district strategic planning processes, and supported transformation zones, school-level development of instructional systems and practices, and community school alliance efforts. She supports internal business development efforts, talent growth and development of team members, and the development of frameworks, tools, and processes. Julie has worked in education for over 20 years, including teaching 4th-8th grade mathematics in Illinois, Georgia, and Sweden, and working for Iowa Testing Programs while in graduate school. She holds a B.S. in Elementary Education from Illinois State University and an M.A. in Educational Measurement and Statistics, an Ed.S. in School Curriculum and Assessment Policy, and a Ph.D. in Educational Policy and Leadership Studies from the University of Iowa.
